Successful Resource Parents are dedicated to protecting, nurturing, and providing safe, healthy, trauma-informed environments with positive support for children who need a family. S.T.A.R. Foster Family Agency works as a team with resource parents to meet the needs of the children and support resource parents every step of the way. 


S.T.A.R. Foster Family Agency welcomes prospective resource families from all backgrounds. The Process

Children are referred to S.T.A.R. Programs by the county where they were removed from.  Based upon the child’s background and any special needs, if a match seems promising, an interview is conducted with you and the child to determine compatibility. If it’s a match, the child will become part of your family. 


We are able to serve Resource Parents from the following counties: Santa Clara, San Mateo, Alameda, Santa Cruz, San Benito, Solano, San Francisco, and Contra Costa. 

What It Takes

  • Must pass DOJ, FBI, and background clearance.  
  • Initial and ongoing training including agency philosophies, child development, self-esteem, attachment, discipline, and state regulation, etc.  
  • Have a CA Driver’s license and a clean driving record.  
  • Pass a physical examination and TB test.

How You Will Succeed

  • We take great care in matching resource parents and children.  
  • We provide flexible, free and extensive pre-approval training and continuing education to meet requirements.  
  • Our support services include 24-hour availability, respite care, experienced Social Workers, weekly contact, and resource parent handbook for your reference.  
  • Generous non-taxable reimbursement.  
  • Medi-Cal insurance for all medical, dental, and psychological needs of the child.
